QualiCert Manual - A common approach for certification or equivalent qualification of installers of small-scale renewable energy systems in buildings

Conceived as a set of recommendations for EU Member States while drafting their national certification (or equivalent qualification) schemes for installes of small-scale RE systems, the QualiCert Manual presents the state of the art of such schemes first at European level and then at national level.

Furthermore, it analyses a number of identified "key success criteria" surrounding the general framework, the obtention and renewal of certification or equivalent qualification, training and audits. At the same time, it describes sectoral specificities and some best practice examples.

Finally, the Manual draws conclusions on how it would be possible to define a common approach for certification (or equivalent qualification) systems, thus ensuring their mutual recognition amongst EU Member States.

Report "List of existing schemes by country and summary of research work"

This report gives an overview of those countries where a certification scheme or equivalent qualification scheme do not exist yet. At the same time, it shows the main characteristics of those schemes that are already in place.

 

Matrix of common success criteria and Glossary of common terms

Following the analysis of the certification schemes/ equivalent qualification schemes existing in Europe which was held during the first part of the project, a matrix of key success criteria was developed which gathers the main features of a scheme according to the following 5 critical aspects: technical, legal, institutional, financial and communication.

 

During a consultation process that involves a series of key stakeholders, either being members of our High Level Steering Group or invitees of our validation workshops, these data will be ranked so as to define the features that best contribute to the success of such schemes.

 

The draft of a glossary was deemed essential in order to ensure a common understanding of the terms used.
