In order to make the project a truly European initiative and build on the expertise of key European stakeholders, a High Level Steering Group (HLSG) has been created.
In this group, more than 30 major experts in the fields of renewables and certification have accepted to share their knowledge and support QualiCert. Representatives from Austria, Belgium, Bulgaria, Cyprus, Denmark, Finland France, Germany, Greece, Italy, Luxembourg, the Netherlands, Poland, Portugal, Romania, Slovenia, Spain, Sweden, and the United Kingdom, have been bringing their precious input into the project.

Marco Buoni
Vice-President of the Air conditioning and Refrigeration European Association (AREA) and Director of the Italian Institute Centro Studi Galileo, Mr. Buoni is highly active in the organization of trainings on RES technologies and Energy Efficiency in Buildings around Italy. In fact, every year he sets up around 300 trainings with about 3000 participants in the fields of Solar Photovoltaic, Solar Thermal, Geothermal Heat Pumps, Wind Power, and Energy Efficiency in Buildings.

Paolo Buoni
Funder and Managing Director of the European Energy Centre (EEC) based in the United Kingdom and part of the Italian Centro Studi Galileo, Mr. Polo Buoni successfully launches training programmes for technicians in the renewable energy sector, including international seminars and conferences in Europe and India.
Maarten de Groote
European Policy Officer at the Flemish Energy Agency, Mr. De Groote is energy expert and coordinating the Flemish certification for installers of renewable energy applications. He is working as well on an action plan towards nearly zero energy buildings and on the transposition of the directives renewable energy and energy performance of buildings
Elsehanna Elgasen
Lead assessor and accreditation manager at SWEDAC (Swedish Board for Accreditation and Conformity Assessment) since 1995, she is specialised in Accreditation and assessement of certification bodies in general, and in certification of persons in particular.
Johannes Fechner
Dr. Johannes Fechner is expert for energy efficiency in buildings, coordinator of training affairs for theAustrian climate initiative klima:activ.
He is working for the EU initiative BUILD UP Skills and for the Austrian masterplan for human resources for renewable energy technology
George Georghiou
Dr George E. Georghiou is currently the Head of PV Technology, Department of Electrical and Computer Engineering, University of Cyprus. Being also a member of the CENELEC and IEC TC82 committees on PV, Dr Georghiou is acting as an expert evaluator for FP7 energy proposals as well as a member of the International Council of Large Electric Systems (CIGRE). He also represents Cyprus on the FP7 Energy Committee, the SET plan committee, the European Mirror Group on Photovoltaics, and sits on the board of the recently-established Cyprus Energy Agency, which receives its funding from the EU. Dr Georghiou has published over 190 papers in international journals and conference proceedings.
Alain Maugard
President of Qualibat (the French body for qualification of installers) since September 2009, Mr. Maugard is a civil engineer specialized in the Construction and Urban Development fields. He was also the President of both the Scientific and technological center for building construction (CSTB) and the European Network of Building Research Institutes (ENBRI), in the periods 1993-2009 and 2000-2002 respectively.
Roland Ognibene
Mr. Ognibene is the Chairman of XYLO, the Belgian association for the promotion of wood-energy which gathers manufacturers and importers of solid fuel appliances, wood burning fuels and chimney systems. Furthermore, he is Managing Director of Poujoulat Belgian branch, being the first European manufacturer of metallic chimney flues.
Margarita Ortega Izquierdo
Industrial Engineer. Ms. Ortega worked as Head of the Department of Renewable Energies in Burgos Provincial Energy Agency (AGENBUR). Currently, she is working in IDAE (Spanish Energy Agency) as expert of the Department of Planning and Studies.
Justyna Przybysz
Expert of thermal renovation, energy, investments, renewable energy resources, and air protection, Ms Przybysz cooperates with the National Fund for Environmental Protection and Water Management and the Polish Ministry of Regional Development. She graduated at Warsaw University of Technology, Institute of Environmental Engineering Systems.
Christian Reding
Business advisor at the Luxembourgish Chamber of skilled crafts, he is in charge of renewable energies and energy performance, especially in the building sector. His activities concentrate on advice, information and sensitizing, promotion of green business, and intervening in energy policy.
Lucia Scarpitti
Head of Unit of the Italian Ministry of Labour, Ms Scarpitti is responsible for the Transnational cooperation and for the Audit activities in the European Social Found. Furthermore, she is charge of the implementation of the National System for Accreditation of Training Bodies.
Christian Stadler
Technical director of General Solar Systems GmbH / Sonnenkraft, Mr. Stolte is also involved in numerous initiatives in the RES sector: chairman of joint Technical Workgroup on solar thermal of BDH/BSW, member of Standard & Certification Workgroup in ESTIF, and member EcoDesign Workgroup of ESTIF/BSW.
Christian Stolte
Deputy - head of the division “Energy-Efficient Buildings” in the German Energy Agency (dena) since 2008, Mr. Stolte is highly experienced in energy efficient installation engineering. In dena, he significantly contributed to the development of an overall efficiency strategy regarding renewable heat and has also coordinated dena’s nationwide information activities on renewable heat, energy efficient heating technologies and on the German energy performance certificate.
Wil S.P. van Ophem
Mr. van Ophem is responsible for the certification activities Installation sector within Kiwa Nederland B.V.
